The core management team graduated from world-renowned institutions such as the University of Oxford, University of Liverpool, University of Leeds, University College London, University of Chicago, and University of Hong Kong. They hold professional memberships with prestigious organizations, including the Royal Town Planning Institute (RTPI), Royal Institution of Chartered Surveyors (RICS), and Royal Institute of British Architects (RIBA). Key leaders have gained extensive experience at international organizations such as the World Bank, IMF, Chicago Board of Trade (CBOT), and United Nations international relations bodies, bringing rich expertise in Chinese and international projects and a global perspective.

Luo Wenqi

Mr. Luo Wenqi graduated from the University of Oxford. He serves as the Chairman of the Young Entrepreneurs Committee of the Guangdong Business Federation, the founder of the Greater Bay Area Patriotic Youth Entrepreneurs Alliance, the Executive Chairman of the Oxford Business School YBD Global Entrepreneurship Competition 2008-2009, the founding Vice Chairman of the South China Returned Scholars Association, and the initiator of the Asian Youth Think Tank.

After graduating from Oxford, Mr. Luo has focused on industrial investment, equity investment, and venture capital. He has gained extensive experience at international institutions such as the World Bank and the IMF, bringing an exceptional global perspective. Passionate about supporting youth exchange and entrepreneurship, he has invested in projects and professional incubation across multiple cities in the Greater Bay Area over the past decade. He has introduced advanced industries, including the Barcelona Entrepreneurship Hospital, Columbia Medical College, and Harbin Institute of Technology, and has successfully established multiple youth entrepreneurship incubators, nurturing numerous startup projects. Innovation and entrepreneurship bases for young people founded by him can be found in Foshan, Dongguan, and Shenzhen.

Zhou Rui

Mr. Zhou Rui graduated from the University of Liverpool, UK, with a Master’s degree in Business Administration. He is a senior member of the China Association of Construction Engineering Cost Management, an expert on the China Engineering Guarantee Expert Committee, a director and expert of the Guangdong Engineering Cost Association, a distinguished master’s supervisor for the Engineering Management program at Guangzhou University, Vice President of the Guangdong Business Federation, and President of its Young Entrepreneurs Committee. He was also recognized as one of the Top Ten Emerging Figures in Guangdong’s Business Community in 2015.

With over 20 years of experience in managing and operating the construction industry supply chain, Mr. Zhou has led and participated in the planning and management of various projects across sectors, including investment and financing, bidding, cost consulting, full-process project management, construction, art, and agriculture.


Yang Tse Chyi

Mr. Yang TSe Chyi graduated from the University of Hong Kong with a Master’s degree in Urban Planning and is a registered planner with the Royal Town Planning Institute (RTPI). He has served as a visiting associate professor at the University of Hong Kong SPACE, a guest lecturer at the Chinese University of Hong Kong and City University of Hong Kong, and has frequently acted as an overseas review expert for Chinese planning projects. As a mentorship advisor for RTPI, he is dedicated to nurturing the next generation of talent. As the advocate for the “Spatial Planning Platform,” he promotes multidimensional participatory planning concepts and specializes in ecological planning practices, emphasizing a dynamic balance between ecology and development while focusing on the organic integration of spatial forms and the natural environment.

Mr. Yang has participated in hundreds of urban renewal and industry-city integration projects, with multinational project experience spanning comprehensive planning domains such as CBDs, TODs, and smart new cities. He has received prestigious awards, including the Royal Town Planning Institute Award and the Sustainable Development Innovative Design Award.
